A concept for the 172-hectare Royal Bay site — prepared by Victoria firm Crown Marine Management at the request of Colwood Mayor Dave Saunders — contains a 150-slip marina for luxury yachts in front of the centre portion of the property. The idea of a commuter ferry to Victoria is also included.
